Nice argument and persuasive, as 2 by 2 matrices always are. The same construct could be used to justify burning women at the stake during the middle ages - there was a perceived threat that had to be eliminated (witchcraft), and the risk of not doing so was seen to outweigh the cost.
I'm not arguing that climate change is not real. if only our choices to address it were as simple as a 2 by 2 matrix.
